Personally speaking here, I think one must have an active infection, and a sample taken from that infection site to be accurately tested. Since you aren't having breakouts any longer, testing would be inconclusive. You could get a "true" negative result, only because you aren't breaking out nor shedding the virus asymptomatically (prodrome).
The second part to this (disclosing your status) is really how you feel about being honest with someone in which you are intimate. I personally would disclose because I would probably feel guilty afterwards...even though, yes, approximately 1 in 5 people have HSV2, and 1 in 2 have HSV1 (take those figures with a grain of salt).
You may be super low risk, but it'll depend on what you can live with potentially exposing someone to our little hitch-hiker.
